THE stoppage of the government’s operation and the presence of more than a thousand armed men loyal to the Ampatuan family who were ready to engage government forces were the primary reasons President Arroyo put Maguindanao under martial law over the weekend.

Interior Secretary Ronaldo Puno said on Monday that the confluence of events which led into a rebellion just three days after the slaughter of 57 people, including more than 30 journalists in the province, forced the government to adopt a strong hand in dealing with the problem.

“On Day Three, anybody who has something to do with peace and order has turned his allegiance to local officials and not to the Republic. This is the reason why the police forces [in Maguindanao] were overhauled,” Puno said during a forum of the Foreign Correspondents Association of the Philippines. more
